Legislative Session Extended, But Sweeps Bans Off the Table in Florida

Gov. Ron DeSantis has extended the state’s legislative session to June 6, giving lawmakers more time to wrestle with the state budget and other top priorities. However, all non-essential legislation has been withdrawn. That includes two bills that would’ve had a significant impact on Florida gaming have been, effectively killing their chances of getting approved during the extension.

One of those bills would have banned non-tribal operators from offering online casinos.

The Social & Promotional Gaming Association, a trade organization for the sweepstakes gaming industry, said in a statement that the bill’s failure should be seen as a win for Florida’s economy and its gamblers.

“This is a huge win, not just for the industry, but for every Floridian who values economic freedom and digital innovation,” an SPGA spokesperson said. “Once again, a state has seen through the scare tactics and rejected legislation that would have harmed consumers, businesses, and Florida’s economy.” Another bill that would’ve allowed horse tracks to offer slots without live racing was withdrawn, too.

Florida sweepstakes casinos are safe (for now)

The majority of gaming in Florida takes place at casinos run by the Seminole Tribe of Florida. The tribe has exclusive rights to sports betting and Class III casino gaming, too. As a result, the tribe has a virtual monopoly on most of the state’s gaming. The two bills lawmakers proposed this session would’ve solidified the tribe’s grip on Florida gaming.

The first bill, harsher penalties for illegal gaming.

The second bill, Hard Rock Bet sportsbook. Additionally, it would’ve given the Florida Gaming Control Commission the authority to regulate daily fantasy sports apps, which have come under fire across the country over the past year for offering sports-betting-style wagering on player performances.

What’s next for sweepstakes casinos in Florida?

Sunshine State sweepstakes casinos are safe for the rest of the year, most likely. SB1404 could resurface in the legislature during the session extension, but it’s not likely it would through committee and survive the House and Senate before June 6. And once that deadline es, the state’s legislative session is done for the year. In that context, we likely wouldn’t see any more movement against sweepstakes casinos until this fall or winter when lawmakers prep bills they plan to submit early in the 2026 legislative session.
